Illinois (and I believe Missouri) uses Administrative Rules which actually outline the nuts and bolts of how laws are administered and put into action. These are approved by the Joint Committee on Administrative Rules (JCAR). Kathi spoke a bit about how the new tax programs will be administered. In some cases, the rules might be more interesting/controversial than the legislation itself. Does Iowa have a similar method of building rules to administer legislation? Ad Rules are often written by the agency administering the legislation that is passed - and in my experience the Administrative Rule process is not well known.
